It is a scam? First and last photo is a hyundai sonata. 2nd and 3rd photo show a toyota camry. Base on the given low coe and parf value it should be a hyundai sonata. Buy cheap and also sell cheap if want change car next time.

Meaning, 15k/5k = 3.

Current OMV/COE value is 20k/40k = 0.5.

So, he is indeed correct.
