This is a skewed logic..... A country can send any amount of participants so long as they can afford it. Most sending them with a clear idea that they will never win any medal... Just for experience sake. Other other hand, if you think, population wise, MY is at least 5 times more. SG consider not bad liao. Mind you, the SG medal winners are true blue locals, not imported FTs....
