not sure about the last two pics, but the first two pics are showing that the owner was cleaning the ears. This is very common way to hold on to a dog as some dogs cannot stay still.

maybe she's not hitting the dog with the slippers. think backwards.. she's taking the slippers out from the dog's feet.

 

dog's feet ---> slipper ---> take out ---> to the air.

 

rather than hold slipper ---> lift up into the air ---> wack the dog.
