does anyone know where a supercharger pulley can be custom-made here in singapore?

You would need to find an engineering company willing to do a one-off CNC milling for your pulley.

Issue is whether do you now how much psi increase you will get if you decrease diameter by x mm?

I did mine before but it was done in states where it is easier to find such companies. Did mine with cross sectional groves as well for flexing allowance.

I did it back in 2005 for about US$230 which included shipping. Waited about 1 month if I remember correctly.

The calculations would be done by the millers themselves who did supercharging using vortech or eatons setup, if its custom boost level.

If not, they would have already a full spectrum of sizes to cater to different psi limit based on your s/c setup and requirements.

Regards ^_^
