HK is passing a new law that all vehicle must switch off the engine if stationary for 3 minutes or more in 1 hour. Excluded when at traffic light junction or stuck in jam. The enforcer will start their stopwatch once they see a vehicle stops. If after 3 minutes the vehicle still remain stationary, they will issue saman. I think I also read somewhere that starting up consumes quite a bit of petrol (compared to cruise driving), so running cost will go up if that is true. Well, i kinda find it useless as the article is mainly talking about the environment issue....
