If you have a VHS player and a DVD recorder, it should be easy to do yourself. Just plug the RF out from the VHS into the RF in of the DVD recorder, hit record on the DVD, then play on the VHS. If you have the right inputs and outputs, you can also use composite cables (the red, yellow, white jacks) which will give better quality.

 

If you only have a VHS player and a PC, you need a video capture card. If you have a video card that can function as a TV tuner, this should work fine.
