Hi 'Higgsboson', depending on what car you are referring to, you can go into sgcarmart and there is a list of companies that sell as well as custom make to your requirement. You can also go to Kaki Buki Blk 51 & 53 where there are some shops doing this.

 

I recently got one of my cars rear spoiler re-aprayed at a shop at Bedok North Ave 4. They also have rear bumper diffuser including spraying to the colour you want.
