Eh? But I agree with @Victor68, if it was someone influential, some law will be found to make it stick.

Try going to LHL house and cause nuisance. Suddenly there are plenty of law to prove it. Just drive there every morning and honk 3 times daily for safety 😆

Yo bro, to make you feel better, I've seen all sorts of complaints,

  1. The sound of chairs screeching when dragged
  2. Those that go home real late like mid night and still make a din disturbing those who are sleeping
  3. Gates slam
  4. Walking with heels dig in so neighbors know exactly where their neighbor is at home
  5. Smoke with windows opened big big
  6. High rise littering
  7. External rubbish chute choke
  8. Big item rubbish not brought to disposal area

Some basic etiquette for those staying in HDB/Condo will be table/chair socks, wheels to prevent noise from disturbing your neighbors but that's not the case.

No wonder people snap these days. Which of the above is your neighbor? :XD:

There is under the penal code.  Don't anyhow say. 

"A person is guilty of a public nuisance, who does any act, or is guilty of an illegal omission, which causes any common injury, danger or annoyance to the public, or to the people in general who dwell or occupy property in the vicinity, or which must necessarily cause injury, obstruction, danger or annoyance to persons ..."

@Mkl22Can charge under Miscellaneous Offences (Public Order and Nuisance) Act 1906?
@VolvobrickCan charge under Penal Code?

All the years Oxley Rd neighbours all no noise complaints,  not even illegal parking. 

No problem, the system is working, all relevant regulations are in place... just hdb residents quality not good😁
