Passim 1st Gear March 6, 2009 Share March 6, 2009 In the Environment Protection and Management Act, Chapter 94A, Section 12 (5) and 77, Environment Protection and Managment (Vehicular Emissions) Regulations, it states: PART V OFFENCES 19 Smoky motor vehicles 20 Excessive noise 21 Stationary motor vehicles 21A Duty to provide information 22 Restriction of motor vehicles on roads 23 Penalty Stationary motor vehicles (1) Subject to paragraph (2), the driver of every motor vehicle shall, when the vehicle is stationary for reasons other than traffic conditions, stop the engine of or other machinery attached to or forming part of the vehicle. (2) Nothing in paragraph (1) shall apply to the examination or working of the machinery attached to or forming part of a motor vehicle where any such examination or working is rendered necessary by any failure or derangement of the machinery or where the machinery is required to be worked for some ancillary purpose. (3) Any person who fails to comply with paragraph (1) shall be guilty of an offence. Penalty 23. Any person who is guilty of an offence under any provision of these Regulations shall be liable on conviction to a fine not exceeding $2,000 and, in the case of a second or subsequent conviction, to a fine not exceeding $5,000. Clearly, it is an offence not to turn off the engine when your vehicle is stationary, for example, you run off to buy 4D while your wife or children wait in the car with the engine on. Another example you see all the time is at the school gates, parents waiting for their child to finish school, sat in their cars with engine on. Prehaps this law is obscure which is why we even see motorist leaving the engine on while refuelling at the petrol station. I always see their smelly black diesel smoke, and YET their vehicle is Stationary at that spot for the whole day! If they can justify using the lifting and digging action to on the engine, then WHY car cannot use the listening to radio and enjoy air-con as justification to keep the engine running? Clause (2) clearly allows one to keep the engine on for running an ancillary equipment, aka Air con. Please remember air con is NOT standard or part of the factory car! Some countries consider air-con as options. Dafansu Turbocharged March 6, 2009 Share March 6, 2009 there's alot of laws which a layman wont know unless someone brings it out. such laws and regulations are very common and most of the time one will only be taken to task only if there's a persistant complaints. the regulation u mentioned is more commonly used against those coaches that parked at hdb area,leaving their engines on affecting the residents. for normal cases i believe NEA wont take action against us unless there's a complaint. other minor regulations like, sleeping at a park is an offence, trading at the mrt gantry entrance is an offence. all these regulations to me is more to prevent persistant nuisance if there's any. Doosan 1st Gear March 6, 2009 Share March 6, 2009 coaches r hvng seperate set of engine jz to powered e aircon system so providing comfort 4pax, esp tourist coaches. yrs back, a jaybee factory bus came n kastam opicer walkd in doing routine inspectn, found whole bus like sornaa, driver said aircon pai liow ! further chk found they hv removed e engine, which intergrated aircon unit, whole compartment filled up wit rokok2. last yr attended safety driving course orgisd by cnc, e angmoh trainer said vehicles in ec muz off e engines when parkd stationery (not in traffic lights) for more than 30 sec.......our weather wud make many people "heapsee"= heat stroke Link to post Share on other sites More sharing options...

Like that, very troublesome right? On and off the engine......Very stressful....Won't that add stress to the stepper motor and cause its early demise? I think this is good and bad, wise and stupid, all at the same time. Why? >> You can tell a guy riding a Harley Davidson to shut up his bike when waiting, because that is really noisey (but somehow LTA thinks they are ok to Import?) >> In Singapore, our climate is just sublimely humid. Turn off the engine and whoever's waiting inside will be steamed alive. >> Cars imported into Singapore are in compliance to the Emissions Act, whyall these restrictions about noise and air polution? If Global Polution is t obe taken seriously, why the hell are oil companies still making billions and hybrid cars so expensive and somewhat hampered in development? >> In addition, old cars (above 2 years) are subjected to VICOM testing for emission standards.
