Leepee 1st Gear December 16, 2008 Share December 16, 2008 A person with no licence can 1) Bid COE 2) Buy car insurance 3) Book any car and Own any cars/bikes 4) Take car loans 5) Be garantor for other car buyers But I suggest you bid $99 in order to get a higher chance to get the $1 COE. Many might be bidding $3 or $8 thinking they are going to be lucky this time! Most PI will sell the car without the COE at a very very attractive price. Yes, cheaper than the packaged deal + COE offered, if you manually deduct the current COE average price from the package deal! But your must wave the COE in front of the PI in order for them to believe you and they will likely give you the best lowest price. My friend made a few PI in Automobile Mega Mart, counter offer left-right-center on their lowest price a few months back, when she was hunting around for her dream car! I guess her enthusiasm at wanting to own her first car, was showing thru her face and body language, which made many PI willing to offer good prices if she could booked the car on that day.
