Where to get this reflective circle strip done?

Recently saw a car in my neighbourhood with the same reflective strip (in red instead of yellow) newly done on all four rims that didn't exist before.

 

Does anyone know where I can get this done? I noticed it's quite commonly done riders.

Actually no functionality.

But it looks nice at night when the wheel turns.

Why is it nice? Sorry I really cannot visualize how this stripe can be nice when the wheel is turning (unless it's glowing)

Not sure if it's glowing. Could be just reflective.

It doesn't glow in the dark but reflects whatever light that hits it. So does anyone know where to get this done?
