Is there a Q system in carparks?

i.e. if you reach a full carpark and there are a line of cars "waiting" for lots at the side you are not supposed to go infront of them... and must wait in line...

After entering the car park, I believe its only logical if I pass them (if they are waiting, not moving) and try to look for empty lot at other area inside the car park. Or else the entrance would be jammed up.

Huh? U mean the vicinity got no alternative carpark meh? When I see got queue outside a carpark, I'll bypass and look for another carpark.
