Yes, barrier is definitely part of the requirement since there are zero run-off zone in street circuits, unlike dedicated race circuits. I think Singapore GP may hv borrow heavily from the Monaco experience being the only few F1 street circuits. Difference here is Monaco streets are much tighter and narrower and even the fastest stretch is restricted to 260 kph. The ultimate challenge is being the 1st night race with new lighting experience + new FIA restricts like no traction control. I cannot imagine the scenario when a driver got into a spin and resulting in subsequent pile-ups in a constricted location like Anderson Bridge. Try driving thru that location at >80kph u will know how hairy it gets. Many parties will be very very anxious that things go as planned with safety measures exceeding requirements.
