Just because someone is a LTC does not mean he cannot be diplomatic staff. Just because he parks in an HDB car park does not mean he cannot be diplomatic staff. Must all diplomatic staff live in private housing? You may like to know that LTC or COL is the typical rank for being a Defence Attache.
