What is the use of the chains?

Spotted this hanging chains from the roof gutters at IMM.

Wondering what is the real purpose?

To allow water to flow down faster and without splashing 'sideways'?

To allow creeper plants to grow up to the roof. Beautifying the gutters?

 

Anyone knows the real answer?

coanda effect to help water drip down nicely by sticking to the surface so they will not free fall under gravity down.

 

i dunno this one how to exprain, must ask my kachang puteh friend.

If its for water to flow down smoothly without splashing, then I don't see how 3 chains is going to work effectively.

Looking at the square sprout hole, the chains are only attached at 3 points. What if the water flows from the other corners or edge of the square sprout?

 

I woould think that a inclined circular sprout with chains will be more effetive, rather than this IMM vertical square sprout.
