Komoco Lost OMV case against LTA

I have just received from LTA the balance of the revised PARF. Since it is just a piece of 'paper' money, I'll need to find ways to dispose of it at some discount. My question is why should I be penalized for Komoco's wrong?

 

Are there anyone out there facing the same situation?
