How to calculate paper value?

My friend just enquire on a used car which is asking for $61800.

The coe is $14801 and the omv is $25626 .The yearly depreciation is $5783 as according to the sales guy.

 

Can we calculate the paper value from the above figure ?

by the way , how to get the previous owners detail if the used car dealer don't reveal ?

Can we check anywhere via the one motoring website by just using the car plate number only ?
