THE National University of Singapore's (NUS) Bukit Timah campus has imposed a $1 charge for vehicles entering the campus through Kheam Hock Road and exiting at Cluny Road. The charge applies from Monday to Friday, 8am to 9am, and there is no grace period. NUS signs (pictures) on site state that the charge is to help regulate traffic.

 

Motorists have been using that route for a long time, even when the Singapore Management University occupied the premises.

 

There was no charge for through traffic until NUS took over. Why is the regulation of traffic on that route any of its concern? Although there are times when the route can get busy, the vehicles are unlikely to cause any disruption to NUS' operations.

 

Motorists who use the route are used to queueing patiently to get onto Cluny Road. And classes do not even start until 9am.

 

I find it objectionable that NUS is allowed to impose its own little "ERP". I would like to know on what basis it purports to impose the charge and to whom the revenue goes.

I believe SembEnviro runs the NUS carpark. Takings should be going to them.

 

I think it's ok to impose a fee to deter cars from using the route as a short cut.

 

There are a few carparks that do the same. Grace period should still apply for cars that use the same entrance and exit point.

She is just another local whining bitch.

 

If the existing landlord / tenants are allowed to impose the charges, it must mean that they have the legal right to do so.

 

Just because in the past the previous tenants have allowed free access to this shortcut to continue, does not mean that free access has now become a legal right until kingdom come.

 

She does not grasp the legal concept that access to the grounds should be free PROVIDED there is a lawful reason to be there, such as being a student. Using the road as a shortcut is not a legal right for people who have no other business being there except to use the road as a shortcut.

Wasn't there a physical barrier on this road that disallowed traffic from 8 to 9 am? I was quite surprised to see it when I used the road a while back. Since it is the intention of the management to reduce unwanted traffic, ERP is a better solution. You want to use it, pay for it.

Did she get the roads right? Is it supposed to be Dalvey road instead of Cluny road? Cluny road seems to be much further down according to my street directory.
