Will Traffic Police issue summon based on evidence recorded by third party in a blog ?

I have come across this blog documenting a pick-up driver committing handphone driving. The blogger has even videod the whole process as well as documenting the time and venue it occurred, acting like a TA.

I wonder if Singapore's Traffic Police would issue or has authority to issue summon based on the evidence presented by the blogger ???

i think the fellow who drove for the passenger to record in this case might kenna as well. to drive at the same crawling speed in the right lane just for his/her passenger to shoot the video, doesnt make much safe driving sense as well.

Actually, there are quite a lot of "Kei Poh" people videod people committing traffic offence. Here is another one ob Youtube.

Its very subjective i guess. But police will most likely not take any action unless its a serious offence. But there are really lots of such Kia See and Kaypoh ppl ard.
