Not that i'm biased against these type of 'Homemade' vehicles but it's to drive it on roads

 

It's a potiental hazard to themselves as well as other road users

It's not about how slow it is. Slow is ok if it keeps to the left lane. It's understandable that he can't travel on the pavement as it may be too narrow or have many kerbs. The concern is about safety for the rider himself. What if his homemade contraption falls apart suddenly while on the move? Dangerous for himself and other motorists too coz they have to suddenly siam him.
