ROV has no right to tow the car away even if your car is heavily modified as long as it is staionary and not moving and engine not on. I can always say I purchase the car for track usage and only tow to track. A guys from ROV told me this. That why they always wait outside your carpark and catch you when you drive off. (tat is if someone complain your car exos is so loud that they wake up everytime you come home bla bla bla)

 

The reason ROV has every right to Tow the car out of the carpark lot even staionary is that the car has expired is valid road tax for months liowz then ROV cum take action to compund the car.
