LCD screens on dashboards - some conditions attached

I REFER to Mr Lau Kim Lon's letter, 'Should LCD monitors be on dashboards?' (ST, April 21), where he shared his concern about drivers being distracted by monitors installed on dashboards.

 

The Land Transport Authority (LTA) allows the installation of Liquid Crystal Display (LCD) screens of in-vehicle information and communication systems in a vehicle so long as it does not affect safety. The screen should display only information for the purpose of navigation and the text should be large enough for the driver to read at a glance.

 

Such systems should also have a voice-guidance feature that minimises the driver's interaction with the visual display unit. Nevertheless, drivers are advised to use the system only when it is safe to do so.

 

LTA also allows the installation of LCD screens of in-vehicle entertainment systems, such as VCD/DVD systems, in a vehicle but the screen must be positioned such that the driver is not able to view it, for example, at the back seat. If the screen is fitted within the driver's view, it should have a safety feature that would turn off the screen automatically when the vehicle is moving.

 

The in-vehicle systems should not interfere with existing vehicle controls or instrumentation, and the electrical system should be adequately protected against fire hazards. Installation of additional in-vehicle systems must be carried out by qualified personnel according to the system manufacturer's recommendations.

since we're on the topic of LCD screens, i have one qns.

 

recently when i was driving around town, my gf was watching CNA thru the in dash dvd player when a police patrol car stopped beside me at a traffic light. can they stop me regarding this? or its only those TP ppl on motor kind? cause i always have the lcd screen up even when i'm alone, to control the music from the touch screen.

Yes, those normal patrol cars can stop you. It's only whether they want to or not.

 

As long as the screen is within the view of the driver, they can book you even if whatever was on the screen was playing for the passenger's enjoyment and the driver wasn't watching it. Coz they deem it as a distraction. I'm not too sure about music controls, but I don't risk it. Just make sure my screen is off when the vehicle is moving. I use the remote or buttons on the HU itself for audio control. I think it's a $200 fine if booked for such a thing. [sweatdrop]

i tink this is a grey area....

 

but IMHO, it's hard to keep ur passenger's eyes focused on the tiny lcd screen, as they might get giddy trying to focus on the screen.

if u seen those polis cars with a PC tablet that is mounted onto the front passenger dash area, aren't they also breaking the law? how well is the 14" display shielded from the driver??? [hur]

 

dun tell me they are excused given they are doing their duty as an law-enforcement hometeam....

ohh..thanks for clearing this up. guess i got lucky then. cause he was looking at me and stuff(maybe looking at my girl, but i give him the benefit of doubt).

Yes I've seen it. It's their communication system like those taxis use, I believe. If you put it this way, taxis are breaking the law too. The difference btw those and private in-dash LCDs is that private ones are used for entertainment while those aren't or can't.

If you want though, you can always write in and ask why are they excused for having a screen in front. [sly]

 

It's not a grey area. I've an in-dash LCD screen as well, those which can fold and close into the HU. So I did ask a TP (who happens to be my bro [:)] ) about this. I asked him what if something was playing but the driver wasn't watching it (coz I was thinking I could play children's shows for my kids to watch). He said as long as the screen is in view of the driver and the vehicle is in motion, it's not allowed. If the screen is in front, but can be turned away from the driver's view such that it totally faces the passenger side, it's still ok.

Ya I also saw one bling Wish installed it smack in the centre of the dash. His is not those in-HU type. Either they're willing to take their chances and don't mind paying the fine or they really use it when the vehicle is stationary. [:/]

 

Mine really only used when vehicle is stationary lor. Like when waiting for people. So kind of regretted getting this kind. Should've gotten a separate screen instead.

ya..now that i know of it i also kinda regret. gotta tell her no more OC on the way to dinner.

 

anyway, guess we gotta live with it. no point spending extra to get it changed. chill!

Got one installed without the cut-off switch. Haven't heard of anyone being fined before. Anyone know someone who was fined because of this?
