Should we report illegal HID installations that cause a nuisance?

I have noticing quite a number of cars fitted with HIDs that aren't properly installed - the kind that totally kills your night vision even if you try not to look directly at them. Those cars that come with factory-fitted HID (usually) have more diffused beams that do not cause a nuisance to other road users.

 

Case in point, I was at the carpark next to Liang Court over the weekend when a Toyota Ist fitted with such HID was waiting for a lot while I was trying to get out of the carpark. In frustration I switched my lights to high-beams. By this time he was trying to back out of the carpark as well, so I simply aimed my car at him and followed his car (and shining my headlights back at him) till he managed to do a three point turn (I drove past him as he was doing the three pointer).

 

I had half a mind to wind the windows down to ask if he knew his headlights was that blinding, but decided that exchanging words wasn't a good idea. It was also so bright I couldn't really see his licence plate either.

 

I have no issue with properly fitted HIDs, be it factory, or a lower-spec car upgrading to a higher-spec car's projector HID beams (eg. 1.6 FD Civic using the 1.8 or 2.0 Civic's HID lamps) but I think drivers should be responsible for ensuring their headlights don't blind other people.

the thing about this is that there are also many cars driving on the opposite side on the road turning on high beam lights .. some HID high beam even .. [dead] sometimes from the back and so forth.. [sweatdrop]

 

even if HID lights , they should lower beam such lights as much as possible to avoid such glaring problems ... [nod]

 

maybe make it madatory to tune such lights down till a certain degree.. .i.e. 45 degrees? [nod]

just take down the number plate and report lor. if LTA darn free they will call up ROV to check on the car. They also need some spare new year earnings. [:p]

Thank you for your feedback dated 19 Sep 2006.

 

2 We would like to inform you that the Land Transport Authority

(LTA) requires all lamps fitted on vehicles to comply with the Road Traffic

(Motor Vehicles, Lighting) Rules. The types of lamps must bear approved

markings to show that they comply with internationally recognised

standards, such as those adopted in European Union countries, Japan and

the United States. In addition, the lights must also conform to their

illuminated colour and intensity.

 

3 As far as we are aware, majorities of the authority world-wide do

not allow the retrofitting of the High-Intensity Discharge (HID) headlamp

system on vehicles which are not originally designed with the system.

Vehicles that are originally fitted with the HID headlamp system are

purpose built by vehicle manufacturer to ensure that they are safe.

 

4 Front fog lamps are auxiliary lamps, designed and manufactured to

project a less intense but more diffused light pattern. They should

only be used as a substantiate source of light beam to the headlamp during

adverse weather conditions or in occasions where visibility is very poor such

as during a heavy downpour or under hazy environments.

 

5 It is an offence for a person who abuses the use of fog lamps

and/or having any installation of vehicle lighting systems that do not comply

with requirements. Offenders are liable, upon conviction, to a fine of up to

$1,000 or a jail term of up to three months for first offence. Repeat

offenders are liable, upon conviction, to a fine of up to $2,000 or a

jail term of up to six months.

 

6 In the event if you come across any unroadworthy or illegally

modified vehicles on the roads, you can fill up the attached informant

feedback form and return it, via fax or mail, to the Vehicle

Engineering Division of LTA at 10 Sin Ming Drive, Singapore 575701.

 

7 We hope the above clarifies. Once again, we thank you for your

Then perhaps the mods of this forum should also bear this point in mind and stop allowing GROUP BUYS for aftermarket HID kits.

 

On one hand they disallow things like racing stories etc. On the other they allow GBs on items meant for illegal installations. [thumbsdown]

Just wonder, how can u tell if it's his HIDs which are not fitted properly or it's his high beam that's on?

 

Yest after coming out of Woodlands checkpoint, we passed a 2.0 Civic with blinding headlights. Hubby said to me, "Nbz, no HID so turn on hi-beam to fake it".

Apparently, from your post, the 2.0 Civic does come with HIDs. So I guess his HIDs were on hi-beam then?

Good point, I can't tell if he had his highbeams on, or whether it was improperly fitted HIDs on low beams. All I could tell was that the headlight was bright, white, and very dazzling.

 

I've no idea what you saw at the checkpoint, but my recollection of the FD Civic's HID headlamps were that it does not dazzle on the normal setting.
